Mark Zuckerberg defends Facebook after Christchurch terror attacks were livestreamed

Facebook chief executive Mark Zuckerberg defended the basic design of Facebook Live in an April 4, 2019 interview, less than three weeks after a gunman broadcast the first of two terrorist attacks on mosques in Christchurch, New Zealand. Fifty people had been killed at the time of the interview, and another victim later died. The use of a mainstream livestreaming tool forced Facebook to answer how a service built for instant connection could be prevented from becoming a distribution system for terror.

George Stephanopoulos asked Zuckerberg on ABC News whether Facebook should introduce a broadcast delay similar to the short delay used in television. Zuckerberg accepted that a delay might have helped in this particular case, but argued that it would fundamentally change ordinary livestreaming. Most broadcasts showed birthdays, conversations or friends spending time together, he said, and their value came from viewers responding while events unfolded.

What happened to the video

Facebook’s own account showed why the existing safeguards were insufficient. Fewer than 200 people watched the original stream live, and none reported it during the broadcast. The first user report arrived 29 minutes after the stream began and 12 minutes after it ended. The original video had been viewed about 4,000 times by the time Facebook removed it after contact from New Zealand police.

By then a link to a copy had appeared on the 8chan message board and a file-sharing service. In the first 24 hours, Facebook removed about 1.5 million videos of the attack; approximately 1.2 million were blocked while being uploaded. The remaining volume demonstrated how rapidly edited, cropped, re-recorded or otherwise altered copies could defeat an exact digital fingerprint.

Technology and human judgment

Facebook hashed the original and shared information through the Global Internet Forum to Counter Terrorism, helping other platforms identify related material. It also applied audio matching and other detection tools when screen recordings escaped visual matching. Yet an automated system first has to recognize what it is seeing. Rare first-person footage of real-world violence can resemble video-game imagery or other lawful material, while a determined uploader can deliberately modify it.

Zuckerberg said the company had to invest in both technology and people, reduce harmful content as far as possible and amplify positive uses of the platform. He also supported a greater regulatory role in setting standards for harmful content, election integrity, privacy and data portability. Critics responded that Facebook’s scale and business incentives made voluntary improvement inadequate, particularly when a failure could cause irreversible harm before reviewers reacted.

The unresolved question

A universal delay was not the only possible intervention. Facebook could restrict LIVE access for accounts with previous violations, apply stronger review to high-risk signals, slow the spread of an untrusted new stream or create faster escalation routes for law enforcement. Any measure had trade-offs: automated suspicion could suppress journalism or emergencies, while waiting for a report left the system vulnerable when viewers did nothing.

The Christchurch attack showed that removal totals alone could not measure success. Blocking 1.2 million uploads was substantial, but hundreds of thousands of variants still passed the first check. The crucial questions were how quickly the original was detected, how many people encountered copies and whether the design discouraged further sharing.

Zuckerberg’s defense preserved real-time interaction as a central feature, but it was not a declaration that the system had worked. His acknowledgment that Facebook needed to do more left the company with a demanding obligation: protect legitimate live communication while responding to catastrophic abuse before an audience, rather than afterward.
